This policy paper suggests a tax credit with certain requirements to fix the major problems with abuse and mistreatment in the for-profit long-term care space right now. It also wants to fix the fact that the government doesn't have to answer for the huge amounts of public money it gives to these centers through Medicare and Medicaid. The suggested policy plan changes the way the for-profit organization works, including how much profit it makes. This is done to get around the financial incentives that are driving the abuse and fraud that are so obvious in the system. Research on charity accumulation done in the US, UK, Canada, Australia, and New Zealand shows that the moral concept of intergenerational fairness is a good place to start when having these kinds of conversations. This piece talks about intergenerational justice in the context of Donor Advised Funds (DAF) and tries to figure out if the idea can be put into practice in a way that supports the freedom and flexibility of DAF sponsors.
