Senate Majority Leader Mitch McConnell has been quoted as preferring that states impacted by the COVID-19 pandemic declare bankruptcy rather than receive a federal bailout. The issue of states declaring bankruptcy was raised in only one Congressional hearing, held by the House Subcommittee on Courts, Commercial and Administrative Law of the Committee on the Judiciary, February 2011.
