Violent conflicts waged by stateless Armed-Youth Groups (AYGs) have become a common feature in many African Less Developed Countries (LDCs). Rampaging AYGs are forcing many LDCs to waste lean resources that are hardly adequate to run the government on arms and ammunition importation. This adds to the prevent-able loss of lives, displacement of populations, and wanton destruction of property and infrastructure. This Guidebook is premised on the view that nearly all violent conflicts in Africa are preventable if complaints of perceived disenfranchisement by minority groups were taken seriously and addressed on time. The emphasis on perception is important because most protracted wars in Africa are fueled by fear, wishful expectations, rumors, stale stereotypical narratives, and sometimes outright lies.
