Reviews the effects of the increasing tendency by the international community to rely on regional and subregional organizations as well as ad hoc arrangements in the promotion of peace and security in Africa. After analyzing external and internal efforts to maintain peace in the region (as well as African peacekeeping experience outside the continent), the authors argue that the United Nations Security Council has relied on regional efforts excessively, because of reluctance to authorize UN operations.
